ALL CAL HOCKEY LEAGUE

RULES AND REGULATIONS

2006-2007

 

It is the responsibility of all players in the All Cal Hockey League (All Cal) to know and abide by the Rules and Regulations.  Players who are not aware of these rules are not able to plead “ignorance” when discussing/challenging/arguing any of the Rules and Regulations.  Canadian Amateur Hockey Association (CAHA) Rules will be in force except as follows.

 

 

LEAGUE EXECUTIVE

 

  1. the All Cal Hockey League Executive consists of Fred Zdanowicz (League Manager) and Par Artinian (Assistant League Manager).
  2. the All Cal Hockey League Executive shall chair all meetings and is responsible for ice rentals, referee coordination, scorekeeper coordination, disciplinary enforcement and general running of the All Cal.

 

 

LEAGUE FORMAT

 

  1. The All Cal will consist of five (5) divisions of eight (8) teams per division.
  2. The regular season will consist of twenty-eight (28) games which are broken down into four (4) round-robins of seven (7) games which will result in a balanced schedule.
  3. The first round-robin of seven (7) games will be a seeding round after which divisions may be realigned so that teams which may stronger/weaker may be moved to a more competitive division for the remainder of the season.  Discussions with Team Representatives will occur about the potential of moving the team to a different division.
  4. Upon completion of the seeding round team standings will be reset to zero to the remaining twenty-one (21) games so that no teams from the seeding round have an advantage/disadvantage.
  5. Individual player standings from the seeding round will be carried forward as the All Cal monitors penalty minutes for suspension purposes.
  6. The top six teams in each division will qualify for the playoffs.  Playoffs are a double-round knock-out format (lose two games and you are eliminated).

 

 

ARENAS

 

  1. The City of Calgary has a “no alcohol” policy for all of its arenas.  Should a complaint be filed against an individual or team from the All Cal the City of Calgary has the right to cancel all ice permits without issuing a refund for unused ice. 
  2. All teams are responsible for the arenas that they are assigned to and if the facility requests that they be suspended then the league is not responsible for defending the team/player that has violated this policy.
  3. The All Cal will refund $150 per regular season game to the team that abuses as arena and are suspended from the All Cal.  Refunds will be issued upon conclusion of the regular season.  Should a team abuse an arena and the arena requests money for damages then the offending team will be responsible for paying these fines.

 

 

TEAM REPRESENTATIVES

 

  1. Team Representatives are responsible for reporting League Executive decisions to the team and enforcing all disciplinary actions.   
  2. Team Representatives must insure that all monies to the league are delivered on or before the required dates.  Failure to make payment on time may result in teams not being invited back the following season.
  3. Team Representatives are responsible to make sure that players names and numbers are correct on the gamesheet.
  4. Team Representatives are responsible to inform the League Manager of any player that suffers a serious injury and may miss the majority of the season but may return for playoffs.
  5. Team Representatives are responsible for and are to insure that all suspensions are to be enforced.  If a player is caught playing under suspension then the remaining portion of his suspension will be doubled, the team will be fined $100 and four points will be deducted for each game that the ineligible player plays in.  Ineligible is defined as a player being suspended – playing under someone else’s name – not meeting eligibility requirements of the league.  If this occurs during the playoffs then the violating team will forfeit the game/series that they are involved in.
  6. For any games that involve a player receiving a major, match or gross penalty that may result in a suspension the Team Representatives are to report these incidents to the League Manager at 259-2923 as soon as possible.  (Note: failure to communicate incidents may result in the Team Representatives being suspended). 

 

 

 

PLAYER ELIGIBILITY

 

  1. The All Cal will consist of six (6) divisions of eight (8) teams per division.
  2. Players can commit to one (1) team only. 
  3. Each player must play a minimum of ten (10) regular season games in order to qualify for the playoffs (excluding goalies that may be required to spare).

 

 

TEAM ROSTERS

 

  1. Each team is to submit a roster no later than one (1) week after the start of the season.  Rosters should contain a players first and last name.
  2. The maximum team roster will consist of twenty-three (23) players (including one regular goalie, but excluding spare goalies that play games because of injury, etc).  When there are changes made to the roster notify the League Statistician (Debbie Hird – dahird@shaw.ca) as soon as possible.
  3. NO roster changes will be permitted to be made after December 31st (barring extenuating circumstances).

 

 

GAME REQUIREMENTS

 

  1. Slapshots are allowed.
  2. Center ice line removed.
  3. Their will be no body contact allowed other than positional play.  All contact deemed to be excessive would result in a minor/major penalty.
  4. The Home Team is responsible for supplying a completed game sheet and getting it to the Away Team at least (10) minutes before the start of the ice time.  The game sheet, completed legibly with first and last names and numbers for each dressed player, must be handed to the referee prior to the start of each game.  Teams must also indicate which dressing room they were occupying should a complaint from the arena be received.  A team unwilling to hand in a roster will forfeit that game.  A referee may also assess a bench minor to any team not having a completed roster by game time.  Only fill out players that are present at game time – late players are responsible to get themselves added to the list. 
  5. Each team must have at least five (5) skaters and one (1) goalie to start a game.  Failure to have either or both will resulted in a forfeited game.  The goalie must be on the ice at game time, as must all five (5) skaters.
  6. If a goalie does not appear within the fifteen (15) minute wait period the game will forfeited.  During the fifteen (15) minute wait period no one except a goalie is permitted to play goal.  This rule is to be strictly enforced with no exception.
  7. If a goalie does appear within the fifteen (15) minute wait period the game will proceed but with the team whose goalie was late being assessed a one (1) goal penalty.
  8. Game time will be a five (5) minute warm-up followed by three (3) fifteen (15) minute stop time periods.  If time is running out, the clock will be dropped when there is five (5) minutes remaining on the permit time to two (2) minutes stop time.
  9. A forfeited game will result in a 1-0 score against the team forfeiting the game.  All players on the team receiving credit for the forfeit will receive credit for a game played.  No players on the team which forfeited the game will be given any game played credit.
  10. Should a team fail to notify the League Manager and not show up for a game this team will be fined $150.  This fine is to be paid 2 weeks from the date of the game that the forfeit occurred.  This money will passed on to the team that the game was forfeited against.
  11. Helmets are mandatory.  No player shall be allowed to play unless a helmet is worn.  All helmets must be CSA approved.  (Face shields are optional).  Goaltenders are required to wear a CSA approved facemask.
  12. The All Cal will attempt to provide scorekeepers for all games.  In the event that a scorekeeper is unavailable or does not show up for a game, the Home Team will be responsible for supplying a scorekeeper.  The game clock is to be set for three (3) periods of twenty (20) minutes of straight or running time.  If a scorekeeper is found please mark the scorekeepers name, phone number, address on the game sheet so that a check may be mailed.
  13. At the end of the game the game sheet will be distributed as follows:  Scorekeeper takes White copy, Winning team takes Yellow copy, Losing team takes Red copy.  In case of a tie the Home team is to get the Yellow copy.

 

 

PENALTIES

 

  1. All minor penalties will be two (2) minutes.
  2. A double minor is considered two (2) penalties.
  3. Any player amassing four (4) minor penalties in one (1) game will automatically be ejected from the game at the point of the fourth infraction.  Another player will have to be placed in the penalty box for the ejected player.
  4. Any major penalty will result in a Game Misconduct to the player committing the offense.  In addition, any one player of the penalized (on or off the ice) shall serve the five-minute penalty assigned to a major infraction.  An automatic one game suspension will with the major/game misconduct infraction.  This one game suspension will be for the next game that the player would have played in.  Incident severity may result in further review by the Disciplinary Committee.
  5. Fighting Suspensions:  First fight – one (1) game suspension; Second Fight – three (3) game suspension; Third fight – suspended for remainder of season (including playoffs).
  6. An appeal of suspension can be made to the league within three (3) days of the incident along with a $100 fee.  Monies will be returned if the suspension is lessened and/or overturned.
  7. Any intent to injure another player by way of fighting, use of stick, skate, glove or blocker will result is a match penalty and game misconduct.  Any match penalty from an intent to injure or injury situation will result in a minimum five (5) game suspension and could result in permanent suspension pending further review by the Disciplinary Committee.
  8. Any gross misconduct will result in a minimum two (2) game suspension.  Incident severity may result in further review by the Disciplinary Committee.
  9. The Disciplinary Committee will treat consecutive intent to injure infractions in a very serious manner.  Severe action will be taken to rid the league of these offenders.
  10. The Disciplinary Committee will consist of Fred Zdanowicz and Jason Johnson.
  11. Any delay of game during a penalty or at any time during the game may result in a bench minor penalty.  (If it is excessive, a penalty shot may be awarded).
  12. Penalty Cap Suspensions.  Any player who hits the following milestones during the regular season will receive the following suspensions.  Penalty caps do include 10 minute misconduct penalties.  Suspensions are to be carried forward into the playoffs.  40 minutes – 1 game suspension; 50 minutes – 2 game suspension; 60 minutes – 3 game suspension; 70 minutes – 4 game suspension, etc; 100 minutes – suspended for remainder of season and playoffs.

 

 

SUSPENSIONS

 

  1. A player who is suspended must be shown on the gamesheet as a suspended player until his suspension is completed.  If the player is not on the player it will be assumed that he did not sit out that game.
  2. Fighting Suspensions:  First fight – one (1) game suspension; Second Fight – three (3) game suspension; Third fight – suspended for remainder of season (including playoffs).
  3. Penalty Cap Suspensions.  Any player who hits the following milestones during the regular season will receive the following suspensions.  Penalty caps do include 10 minute misconduct penalties.  Suspensions are to be carried forward into the playoffs.  40 minutes – 1 game suspension; 50 minutes – 2 game suspension; 60 minutes – 3 game suspension; 70 minutes – 4 game suspension, etc; 100 minutes – suspended for remainder of season and playoffs.
  4. Suspensions resulting from match and gross penalties will be carried over from season to season.

 

 

ON AND OFF ICE OFFICIALS

 

  1. Verbal abuse of officials during the game will result in a minor penalty.  A ten (10) minute misconduct will be assessed if the verbal abuse continues.  Finally, expulsion from the game will result if the player is still verbally abusing the officials.
  2. Threatening physical abuse of any official, by word or action, will result in further disciplinary action.
  3. Physical abuse before, after, or during the game will result in the player being expelled from the league indefinitely.
  4. Verbal abuse of an official after the game (on or off the ice) will result in disciplinary action by the Disciplinary Committee.
  5. The officials room is off limits to all players.  Infringement of this rule will result in severe action by the Disciplinary Committee.
  6. All match penalties involving Officials will result in the immediate suspension of the player or team official and will be dealt with severely by the Disciplinary Committee.  It is very important that the Disciplinary Committee be notified of the match penalty in order to be deal with the incident quickly.
  7. All Officials will be assigned a number.  The Officials will use numbers rather than a signature for identification on the gamesheet.  Should a team which to file a complaint to the League Manager they are to do so in writing and make reference to the Officials number.

MISCELLANEOUS

 

  1. The Home Team should wear their white colored team jerseys and dark if you are the Away Team (provided that each team has Home and Away jerseys).
  2. It is the objective of the league to promote and expand recreational hockey within the City of Calgary.   Sportsmanship and responsibility are expected from all associated members to help reach this goal.
  3. The interpretation and enforcement of these regulations is to be at the discretion of the All Cal Executive Committee.
